An independent clean-room USB Type-C CC attach-layer VIP: a source port that presents Rp and sequences VBUS/VCONN, a separately written sink port that measures the CC pin and decodes its current budget through ITS OWN threshold table, and a passive CC checker (“typec/, make typec_oss, 28/28 checks). Covers attach debounce, orientation in both directions, powered-cable Ra and VCONN placement, detach, and the Rp current advertisement. Six rules, each with an injected fault that fires that rule specifically — the checker exposes a per-rule mask, because a test asserting only that the violation count moved can pass on a different rule than the one it claims to exercise. SCOPE: the CC layer only. PD messaging over CC is vip-usb-pd; Alternate Mode, Billboard and the USB data pairs are out of scope; CC voltages are NOMINAL band centres from a resolution table, not a circuit. The sharpest result is a NEGATIVE one, and it is physical. Before any PD contract exists a sink learns its current budget by measuring a voltage and deciding which band it falls in — no message, no acknowledgement, nothing to confirm the partner agreed. T8 advertises USB default power to a sink whose thresholds are shifted: it reads the same pin as 3.0 A and draws 3.3x its budget while terminations, voltages, orientation, debounce and VBUS sequencing are all correct. The checker is blind by construction, and no rule could fix it — the advertisement is a resistor, and agreement about what a resistor means is an assumption, not a handshake.
